The mission of the Center for National Response (CNR) at the Memorial
Tunnel in West Virginia is to train and prepare federal, state
and local agencies to conduct full spectrum operations in support
of homeland security. In its Homeland Defense role, the Department
of Defense (DoD) has the mission to develop, implement, and operate
a Weapon of Mass Destruction (WMD) Consequence Management (CoM)
and Counterterrorism (CT) Training and Testing Facility. The CNR
at the Memorial Tunnel is the location best suited for performance
of this mission. It has been functional for approximately four
years now. The CNR has evolved as part of a National Guard Bureau
effort to establish two Joint Interagency Training Centers. The
CNR is now a part of the evolving Joint Interagency Training Center
- East (JITC-E) operated on behalf of the Chief on National Guard
Bureau (NGB) by The Adjutant General of West Virginia (TAG-WV)
and the West Virginia National Guard (WVNG). It is envisioned
that the CNR will be one of four centers within the JITC-E and
will be fully integrated into its overarching Live, Virtual and
Constructive training capability.
